Overview
Before planning future development of the former Idaho Youth Ranch property, the City of Twin Falls needed a clear understanding of potential environmental concerns. Franson Civil worked with City staff to complete a Phase I Environmental Site Assessment (ESA) in accordance with the American Society for Testing and Materials standard practice for the Phase I ESA process.
Our team reviewed relevant federal, state, and local records, interviewed key site officials, conducted a site visit, and documented the findings in a final report. The assessment identified recognized environmental conditions (RECs) that could affect the property’s development and gave the City useful information for evaluating its next steps. The investigation also helped preserve the City’s ability to claim the “innocent landowner” exception if contamination were discovered in the future.
