American Fork City has steadily improved its culinary water system, including aging pipes, valves, and hydrants in historic neighborhoods. Franson Civil worked alongside the City through multiple phases to plan, design, fund, and construct these improvements. Together, the phases secured more than $1.5 million in Community Development Block Grant (CDBG) funding.

One phase replaced a four-inch waterline that had served the City for more than 50 years. The project also replaced service laterals and connected them to newer pipe. Crews replaced old or malfunctioning valves so the City could isolate leaks and breaks more quickly, and installed fire hydrants at closer spacing to meet updated fire code requirements.

The schedule required close coordination. UDOT had major roadwork planned for summer 2017, so we worked with the City and UDOT to complete the waterline improvements in early 2017. Finishing the underground work first helped the City avoid conflicts with the roadway project and make the most of both investments.

Additional culinary waterline projects took place along Main Street, a major local roadway, and State Street within UDOT’s right-of-way. Across the improvement program, we developed work plans, coordinated with agencies, prepared environmental compliance documents, supported public outreach, and completed design plans and specifications. We also assisted with bidding and award and provided construction observation. For the CDBG-funded phase, we helped the City secure funding and supported bidding and construction management.

These improvements gave American Fork City a more serviceable water system and better tools to respond when problems arise. Careful coordination of funding, construction, and roadway schedules also helped the City complete needed work while limiting impacts to the neighborhoods and streets it serves.
