One of our strengths is our ability to work collaboratively with all those involved in a project. This includes not only the client but permitting agencies, funding partners, and other affected parties.

Our engineers and senior staff have spent their entire careers working with water resource development including water-related structures, stormwater control, utility design, and have extensive experience in planning, design, preparing environmental documents, working with funding, construction management, and operation and management of water-related projects. This combination of experience gives us the ability to “think outside of the box” to provide creative and effective solutions to our clients.

We recognize that water is the lifeblood of the West. As a civil engineering firm, focused on the specialty of water resources, Franson Civil Engineers (FCE) exists to use our collective abilities to help others live a better life by bringing water to people for their beneficial use. Stated simply, we exist to contribute to the improvement of society. As a firm, we recognize our role as consultants and value our clients’ needs, objectives, and desires. Without our clients FCE would not exist. We are committed to serving our clients’ best interests.

We exist to provide a meaningful career for individuals such that they can live a good, balanced life. We desire to provide a good income for the individuals, and the families of those individuals, who are part of our team. Based on the recent data gathered, our water users can see the direct benefit of using FCE services. Energy bills averaged $22 per acre-foot before the project, and now the energy bills average $15.13 per acre-foot, a 32% savings. In 2014, we used 5,032 acre-feet of water compared to using 8,738 acre-feet in 2010. I think that is better than a 40% reduction. LOVE IT.

At Franson Civil Engineers, we pride ourselves in our extensive and comprehensive knowledge of water resources engineering. The basis for our knowledge and expertise begins with our Principals. FCE is directed by two principals who oversee the project teams, consisting of engineers, designers, and field and support staff. At this time, we are using this page to highlight our Principals and their respective experience and expertise.
 

Jay Franson Jay W. Franson, P.E.

Jay Franson is the founder of Franson Civil Engineers, a Civil and Environmental Engineering graduate from Utah State University, a Mathematics graduate from Ashland University, and a Registered Professional Engineer in Utah, Colorado, and Arizona.

Mr. Franson has been managing water projects in the western United States for over four decades. His experience embraces a spectrum of technical abilities from planning, project economics and financing to permitting, design, and project operation. Jay's knowledge and experience in creating win-win situations within institutional frameworks is widely recognized.

Projects include agricultural and irrigation, flood control, municipal, canals and related structures, pipelines, diversion structures, dams, groundwater, environmental compliance, formation of water conservancy districts, water management, hydropower, and water supply studies.

Jay has had major roles on several extremely large and controversial projects including the Central Arizona Project and the Central Utah Project. In addition, his commitment to the community has been an important aspect of his career. As the Mayor of Highland City from 2006-2010, he obtained personal experience in managing the needs of a rural community. Prior to serving as mayor, Jay served as president of the Highland Water Company for 13 years, where he was responsible for the operation of a complete water system including five wells and 90 miles of pipeline. He also served as a member of the Utah Drinking Water Board for 9 years.

His credentials and reputation were recognized by his peers in 2007 as ACEC-Utah's Engineer of the Year and in 2009 from the Utah Chapter of AWRA for Outstanding Service.

  

Eric J Franson Eric J. Franson, P.E.

Eric Franson is the president of Franson Civil Engineers, a Civil and Environmental Engineering graduate from Utah State University, and a Registered Professional Engineer in Utah. As the president of FCE, Eric is personally committed to setting and maintaining the firm's high professional standards for quality control and client satisfaction. This begins with building a relationship with clients to understand their needs.

Mr. Franson has more than 19 years of experience in all aspects of consulting engineering from the initial planning stages through funding, design, and ultimately through construction review. His professional basketball experiences (college and overseas) taught him the true effectiveness of being a Team and he has brought that unique knowledge to civil engineering by managing the firm's successful Team atmosphere.

Eric has worked on several water-related projects, including: pressurized irrigation systems, water storage tanks, spring rehabilitation, culinary water systems, and earth-fill dam rehabilitation. Work has included master planning, feasibility report preparation, water rights evaluations, preparation of cost estimates, funding acquisition, contract administration, agency coordination, preparation of contract documents and specifications, and preparation of water management and conservation plans.

His commitment of service to client's projects and needs are the mainstay of our firm's ability to consistently deliver projects that meet client needs on-schedule and within budget.
