 | Jay W. Franson, P.E.

Jay Franson has been managing water projects in the western United States for over 30 years. During this time, he has been instrumental in assisting clients to take their project from the concept stage, through the varying requirements of the funding processes, and into the design, construction, completion, and startup phase. As a Principal with decades of project experience, Jay is a valuable resource for any water resources project.
Jay has specialized experience in project financing and public involvement. He also has extensive experience in water resource planning, plan formulation, project development, construction, operation and maintenance, NEPA compliance, water conservation, conjunctive use, groundwater development, stream restoration, permitting, dam rehabilitation, hydrology, and hydraulics.
Prior to starting the firm, Jay worked with the U.S. Bureau of Reclamation as the Chief of the Planning Division, Assistant Projects Manager for the Utah Projects Office, Chief of Operation and Maintenance Branch for the Arizona Projects Office, and Planning Engineer for the Arizona and Colorado offices. He participated in a management-training program with the Department of the Interior. He is a member of eight professional engineering and/or water resources organizations and is a member of the State of Utah Drinking Water Board. |
